Because they are praying to God the Creator of all things, in the way that they know how to pray with the righteousness that they've been given. God has great respect for that. We know, especially from Romans 11, that the Jewish nation is being restored into God's favor in a very big way. Blessing of the world will come through them. So yes, those Jewish individuals who are looking through the Law and through their traditions to reach God in great sincerity, of course, He absolutely hears them.
