The most remarkable feature of Polycarp’s epistle is not what it contains but what it does not contain. There is no mention in the epistle of a single bishop or overseer of the Church in Philippi, nor does Polycarp refer to himself as one. Polycarp explicitly addresses the presbyters or elders, deacons, husbands, wives, widows, young men, young women, a few specific people who are not leaders in the church, and the members of the church in general. However, there is no mention of a specific bishop of the church at the time of the epistle’s writing.
